Law No.45/2010, passed on December 14, 2010, established the Rwanda Social Security Board (RSSB) and lays forth the foundation for its mandate, structure, and operations. After the Rwanda Social Security Fund (SSFR) and the Rwanda Health Insurance Fund merged to become the current agency (RAMA). Law No04/2015 of 11/03/2015, which grants RSSB the authority to manage Community-Based Health Insurance (Mutuelle de santé), is the final legislation enacted to fulfill this mandate.

What is RSSB mostly responsible for

To administer and promote:

Maintaining a system for tracking, collecting, and distributing social security payments. Plan for retirement

When an employee reaches a certain age or becomes disabled and unable to earn a living, a pension plan can provide financial support. The plan also benefits the worker’s family members. Pension benefits include retirement, disability, disability anticipation, and survivors’ payments from Social Security.

Criteria for eligibility

  • Minimum age of sixty(60) years old, or the minimum age set by other applicable laws.
  • Must have made pension contributions for a minimum of fifteen (15) years.
  • That they are no longer engaged in any work for pay.
  • Those who have been pension plan members for less than fifteen (15) years but have. 
  • Reached retirement age will get a lump sum retirement benefit.

Criteria for receiving retirement payments

  • Submit an application form and a copy of your birth certificate or life certificate to the RSSB.
  • Branch of the registration office.
  • Receipt for a photocopy of an ID.
  • Their own Rwandan bank account number.
  • Statement of service from the most recent employer of the current employee.
  • Photos of 2 Passports.
  • A completed application form, with the appropriate stamp and signature from the nearest Rwandan embassy.

If an applicant is physically or mentally unable to travel to the local Social Security Administration office, he or she may have a proxy signed by the local authority. Whereby the applicant resides in order to submit the application on his or her behalf. The written proxy of application for pension payments for an inmate must be signed and stamped by the facility’s management. Early retirement pension benefits are expected 

Upon the request of either the employer or the insured worker, the Minister responsible for health will appoint a committee of qualified physicians to determine whether or not the worker has reached retirement age due to premature aging.

In addition, he or she must have been a contributor for at least fifteen (15) years and have retired from all paid work. Please take note that a lump sum pension allowance will be paid to an insured who is eligible for early retirement pension benefits but has not made any contributions during the previous 15 years.

Requirements for obtaining pension benefits upon early retirement

  • Visit the nearest RSSB Branch and fill out an application. 
  • Provide a birth certificate and death certificate.
  • A receipt for a photocopy of an ID.
  • Authorized medical board’s declaration of incompetence in the medical profession. 
  • Employer-issued proof of your fitness to work.
  • Photos for 2 Passports.
  • Their own Rwandan bank account number.
