The Ministry of Economy was created, integrating the Ministries of Finance, Planning, Development and Management, Industry, Foreign Trade and Services, and Labor, within the organization of the bodies of the Presidency of the Republic and the ministries in January 2019.
The Ministry of the Economy was created in 1808 with the title ‘Secretaria de Estado dos Negócios do Brasil e da Fazenda’. The ministry is responsible for formulating and implementing the country’s economic, fiscal and financial policy under the President’s supervision. Paulo Guedes is the Minister of the Economy (1st January 2019).
The Ministry of Economy has the following areas of responsibility:
- currency, credit, financial institutions, capitalization, popular savings, private insurance, and open and closed private pension plans
- tax and customs policy, administration, inspection, and collection
- public financial management and accounting
- internal and external public debt management
- economic and financial negotiations with governments, multilateral organizations, and government agencies
- prices in general and public and administered tariffs
- inspection and control of foreign trade
- preparation of studies and research to monitor the economic situation
- authorization, except for the powers of the National Monetary Council:
- the free distribution of prizes as advertising when carried out using a raffle, gift certificate, contest, or similar operation
- consortium operations, mutual funds, and other similar forms of association aimed at the acquisition of goods of any nature
- the sale or promise of retail sale of goods, using a public offer and with advance receipt, in part or in full, of the price
- the sale or promise to sell rights, including shares owned by civil entities, such as a hospital, motel, club, hotel, recreation center, or accommodation and organization of services of any nature, with or without apportionment of maintenance expenses, through a public offer and with advance payment of the price
- the sale or promise of sale of plots of land in installments using a lottery and
- the operation of lotteries, including sweepstakes and other types of lotteries, is carried out by entities promoting horse racing

- Formulation of national strategic planning and preparation of subsidies for the formulation of long-term public policies aimed at national development
- Assessment of the socio-economic impacts of federal government policies and programs and preparation of special studies for the reformulation of policies
- preparation of studies and research to monitor the socio-economic situation and management of national cartographic and statistical systems
- preparation, monitoring, and evaluation of the multiannual investment plan and annual budgets
- enabling new sources of funds for government plans
- formulation of guidelines, coordination of negotiations, and monitoring and evaluation of external financing of public projects with multilateral organizations and government agencies
- Coordination and management of federal planning and budget systems, civilian personnel, administrative organization and modernization, management of information and IT resources, and general services
- formulation of guidelines, coordination, and definition of corporate governance criteria for federal state-owned companies
- asset management
- policies for the development of industry, commerce, and services
- intellectual property and technology transfer
- metrology, standardization, and industrial quality
- foreign trade policies
- regulation and execution of programs and activities related to foreign trade
- application of trade defense mechanisms
- participation in international negotiations relating to foreign trade
- trade register
- Formulation of a policy to support micro-enterprises, small businesses, and handicrafts
- articulation and supervision of bodies and entities involved in the integration of registration and legalization of companies
- policy and guidelines for generating employment and income and supporting workers
- policy and guidelines for the modernization of labor relations
- inspection of work including port work, and application of sanctions provided for in legal or collective norms
