The Commercial Board of the State of Acre (JUCEAC) is a legal entity with a personality governed by public law and administrative and financial autonomy. It is established by Law No. 4, of 26th July 1963 and restructured by State Laws No. 944 of 27th June 1990 and 1,523 of 29th December 2003 and Complementary Law No. 355 of 28th December 2018. The headquarters of JUCEAC is in the capital of the State of Acre with its jurisdiction throughout the territory. It is administratively linked to the Government of the State of Acre through the Secretary of State for Finance – SEFAZ and technically linked to the Department of Business Registration and Integration – DREI of the Special Secretariat for Micro and Small Enterprises of the Presidency of the Republic.
The DREI, which was created by Law No. 11,598, on 3rd December 2007, is the central body of the National Network for the Simplification of Registration and Legalization of Companies and Businesses (REDESIM). It is responsible for supporting the articulation and supervision of the bodies and entities involved in the integration for the registration and legalization of companies.
REDESIM
The National Network for the Simplification of Registration and Legalization of Companies and Businesses, REDESIM, is an integrated system that allows the opening, closing, alteration, and legalization of companies on all Boards of Trade in Brazil. The procedure involved in these processes is simply a single entry of data and documents which can be accessed through the internet. REDESIM does not only offer registration but also a platform where users can obtain information and guidance on the internet or in person regarding accessing registration or enrollment data, alteration, and cancellation of businessmen and legal entities.
REDESIM provides research before the incorporation or alteration of companies, which should be sufficient for the user to be informed of the possibility of the activity in the place chosen by the competent bodies and entities by clarifying every doubt concerning the necessary documentation required in each location. The digitalization of the registration processes and its modernization allows the citizens in general to send their documentation as well as their approval online, thus being able to print their certificates and other documents directly from their comfort zone where there’s access to the internet.
REDESIM is managed by a Management Committee, composed of federal, state, and municipal government bodies and entities, responsible for the registration and legalization process of entrepreneurs, business companies, and simple societies. The Committee is designed and structured to speed up REDESIM’s implementation and strengthen actions, articulating the powers of the bodies and entities that make up the network and jointly seeking to make compatible, integrate and harmonize the rules and procedures of the Mercantile Registry, to avoid duplicity of requirements and guarantee the linearity of the process.
The participating bodies with REDESIM include; the Board of Trade of the State of Acre (JUCEAC), Federal Revenue Office in Rio Branco, Secretary of State for Industry, Science and Technology (SEICT), Secretary of State for Finance (SEFAZ), State Secretariat for Planning and Management (SEPLAG), Acre Environmental Institute (IMAC), Acre Fire Department, Municipal Health Department of Rio Branco (SEMSA), Municipal Environment Department of Rio Branco (SEMEIA), Secretary of State for Health (SESACRE), Support Service for Micro and Small Enterprises (SEBRAE/AC), Association of Municipalities of Acre (AMAC) and Regional Accounting Council (CRC/AC).
The services made available by the Board of Trade of Acre – JUCEAC, such as opening a company, changes of any nature, company extinction, process consultation, and licensing requests from state and municipal bodies, can be accessed via the JUCEAC service portal through gov.br.
